Planning Supervisors Duties

Planning Supervisor

Edgeworth Street act as Planning Supervisors advising clients, preparing Outline Health and Safety Plans, serving notice to relevant Health and Safety Executives and appraising and adjudicating Method Statements, Risk Assessments and Construction Phase Health and Safety Plans prepared by Principal Contractors. Furthermore, we attend Site Meetings obtaining necessary information to site health and safety and the production of the Health and Safety File upon completion to the end user.

Edgeworth Street act as designers in respect of the CDM (Construction Design and Management) Regulations 1994, advising clients in respect of CDM Regulations and where appropriate providing Risk Assessments and Method Statements to plan and supervise.

The CDM regulations 1994 (Amendments 2000), place responsibilities on the Principal Contractor to take over and develop the Health and Safety  Plan during the construction phase to include all relevant assessments required by law.

Our approach to planning supervision is one of co-operation with a view to ensuring that all of the necessary health and safety practices are in place and where necessary, we will be pleased to attend initial project meetings and add helpful input to areas concerned with the design and construction phases.

The CDM regulations and specifically, the duties of the Planning Supervisor are due to change in the Autumn of 2006.

At the moment, the role of plannning supervisor is currently (and incorrectly) seen as little more than a paper chasing exercise by clients, contractors and others involved in the planning and project life-cycle.

The real purpose of the CDM regulations is to save lives and prevent serious injuries on site and the role of the Planning Supervisor is central to this.

However, over the years since the introduction of CDM, the role has been somewhat diluted. Often, the wrong people are given the task of being Planning Supervisor. Sometimes, administrators who have never even visited a construction site are delegated the task!

Under the revised Approved Code of Practice due in late 2006, this is likely change. Although details are not yet certain, according to the Health and Safety Executive's own published informatino, we are likely to see the following changes to the role of Planning Supervisor:

Less improvisation
Less confusion
Fewer late appointments
Less questionnaires
Less waste
Less letter of the law
Reduction in deaths

 

More communication
Greater emphasis on management
More up-front planning
Earlier appointments of key personnel
More clarity - simplificatioin
More early involvement
More competence
Produce meaningful, shorter documentation
Sensible Heath and Safety
More safe & healthy retirements

The CDM regulations are likely to cover ALL construction work and in the case of HSE notifiable work, there is likely to be a requirement to appoint a planning supervisor (the title will change, possibly to "co-ordinator") and Principal Contractor beforehand.

There will be a requirement to produce a wrtten plan and Health and Safety file before any work on site commences.

In addition, there will be a requirement to produce a written system of work or method statement concerning all aspects of demolition.

The planned new CDM Approved Code of Conduct will introduce significant changes.

One of the most likely is that the Planning Supervisor (co-ordinator) will have to be independent of the client or Principal Contractor, which is not currently the case.

There will also be a requirement that this individual must be competent, so no longer can the role be passed to administrators or contractors on site.

The aim is to reduce bureaucracy and save lives.

The duties of the Planning Supervisor (co-ordinator) will be increased to include:

Advise and Assist Client
Notify HSE
Co-ordinate design work
Installation / disconnection of services and welfare prior to start
Manage early H&S communication
Liaise with Principal Contractor regarding on-going design
Prepare & update the Health and Safety file
Reach a particular competence standard
